Observations from a tower

I'm watching a fellow ride his bike along the major highway overlooked by my cube on the 7th floor. People riding their bikes on this road aren't an entirely uncommon occurence, though it isn't prevalent (and I personally wouldn't ride my bike along this stretch - it's much too busy). What is uncommon is watching this individual stop and pick up aluminum soda/beer cans from the ditch as he rides past.
Is he homeless? Jobless? Just doing a civic duty in an uphill battle against the disinterested and slobbish masses who toss trash from their vehicles every day? I don't know. All three possibilities leave me feeling disappointed in our society and sad for the fellow on the bike.
