I just added the clause "I'm sorry, but I cannot accept or work any issues without a corresponding trouble ticket generated by the Help Desk. If you have an issue, please dial *8, then 1997 to transfer to the Help Desk," to my voicemail message at work. I have now officially told people they cannot call and leave VM on my phone about problems they're having, never open a ticket for it and then whine when I don't fix their issue "in a timely manner." No tickey, no worky.
