I'm sorry, these guys make even my brother (aka "No Floor") look clean from what you've described. When I was still living at home, Mom had REFUSED to take out his trash, and also refused to allow him to use a "family" trash can. He learned in a week.
You know, they use electrodes to influence behavior in labs.

You could always use the positive reinforment route, too. Put the computer out by the Dumpster. They'll have to take the trash out in order to use the computer. *grin*
